Oman and Türkiye Partner to Accelerate Urban Planning and Real Estate Investment

Oman and Türkiye have formalized a memorandum of understanding (MoU) aimed at deepening bilateral cooperation in real estate investment, housing, and urban development. Signed in Ankara by Oman’s Minister of Housing and Urban Planning, H E Dr Khalfan bin Saeed Al Shuaili, and Türkiye’s Minister of Environment, Urbanisation and Climate Change, Murat Kurum, the pact supports the Sultanate’s strategic push to secure international expertise and foreign capital for its large-scale urban initiatives. The signing ceremony was attended by a high-level Omani delegation that included representatives from the Ministry of Housing and Urban Planning, Khazaen Economic City, the Oman Chamber of Commerce and Industry, and top domestic property developers.

During the diplomatic session, both ministers explored avenues to broaden investment ties and reaffirmed their commitment to fostering sustainable urban growth. Dr Al Shuaili outlined the investment prospects embedded within Oman’s National Urban Strategy and the Greater Muscat Master Plan, with a particular focus on flagship projects like Sultan Haitham City. He underscored the need for robust institutional alignment and enhanced public-private partnerships. Minister Kurum commended Oman’s progressive city-planning initiatives, specifically praising Sultan Haitham City, and confirmed Türkiye’s strong interest in expanding its operational and planning presence within the Sultanate.

The newly established framework spans a wide range of modern development sectors, including smart cities, sustainable urban planning, green building design, infrastructure development, energy efficiency, coastal zone management, real estate finance, and land registry systems. Additionally, the MoU covers joint research, vocational training, and the implementation of advanced technologies such as artificial intelligence, the Internet of Things, smart building systems, and digital twins.

To turn the agreement into tangible commercial outcomes, the framework actively encourages joint ventures between the private sectors of both nations, inviting Turkish construction and development firms to participate directly in Omani urban projects. It also promotes bilateral business forums, conferences, and trade exhibitions to streamline knowledge sharing and capital flows. To advance these goals, the Omani delegation met with prominent Turkish construction executives to highlight regional real estate opportunities, and Dr Al Shuaili extended an official invitation to Minister Kurum and Turkish developers to attend Oman’s upcoming October Urbanisation Conference and Exhibition.
