The Abu Dhabi Projects and Infrastructure Centre (ADPIC) has unveiled a comprehensive infrastructure governance framework designed to fast-track approvals and improve the delivery of capital projects across the emirate. Launched during the Abu Dhabi Infrastructure Summit (ADIS) 2026, the initiative unites 14 government and private entities—spanning energy, transport, telecommunications, and municipal services—under a single, integrated mechanism. This unified approach aims to harmonize the efforts of various stakeholders to support Abu Dhabi’s rapidly expanding infrastructure needs.
A central component of the framework is the creation of a Joint Committee, chaired by ADPIC, which is tasked with streamlining the issuance of No-Objection Certificates (NOCs). By bringing together senior representatives from participating organizations, the committee will focus on identifying and resolving bureaucratic bottlenecks that traditionally delay project timelines. This oversight body is empowered to escalate urgent requests and implement corrective actions, ensuring that projects remain on schedule and within scope.
Leaders at the summit emphasized that the framework is a strategic alignment of governance with Abu Dhabi’s broader economic ambitions. Mohamed Ali Al Shorafa, Chairman of the Department of Municipalities and Transport, noted that the agreement is a “clear statement of intent” to position the emirate as a highly coordinated and future-focused infrastructure market. Similarly, Eng. Maysarah Mahmoud Salim Eid, Director-General of ADPIC, highlighted that the new model will strengthen decision-making and efficiency throughout the entire lifecycle of a project.
The collaboration includes major players such as ADNOC, Etihad Rail, TAQA, and telecommunications providers like du and e&. Beyond operational speed, the framework also prioritizes environmental standards and transparency, creating a more predictable and stable investment environment for international developers and contractors. This development reflects Abu Dhabi’s ongoing evolution into a global leader in integrated urban planning and world-class infrastructure development.
