Philippine Digital Finance Adoption Climbs to 62% in 2025, BSP Survey Shows

Digital financial adoption in the Philippines maintained its upward trajectory in 2025, even as notable disparities persist in physical access to financial service providers. According to the Bangko Sentral ng Pilipinas’ (BSP) 2025 Consumer Finance and Inclusion Survey, 62% of device-owning households engaged in online financial transactions—up from 53% in 2024 and 35% in 2022. This surge corresponds with high connectivity, as 90% of Filipino adults own an electronic device (led by smartphones at 86%) and 89% use the internet, primarily via mobile data (55%).
Despite widespread digital reach, the survey revealed a substantial gap between public awareness of financial access points and actual consumer access. While 79% of respondents recognized traditional banks, only 32% reported having physical access to them. Automated teller machines (ATMs) saw 78% awareness versus 45% accessibility, and pawnshops/money service businesses posted 74% awareness against 39% access.
In contrast, alternative and digital-first channels are narrowing the reach gap in underserved and rural regions:
  • E-money Agents: Recorded the smallest disparity, with 64% awareness and 43% accessibility.
  • Alternative Lenders: Non-bank institutions faced severe access bottlenecks. Microfinance NGOs (40% awareness / 8% access), cooperatives (37% / 5%), and lending institutions (42% / 5%) maintained single-digit accessibility.
  • Specialized Outlets: Bank cash agents (27% / 4%) and insurance agents (28% / 2%) registered low reach across surveyed communities.
While expanded agent-based networks continue to fill coverage voids left by traditional bank branch networks, usage patterns remain demographically divided. Digital financial service engagement is concentrated among younger, higher-income demographics, whereas older and lower-income populations continue to rely predominantly on cash transactions.
