Brazil’s data protection authority, the ANPD, has fined TikTok owner ByteDance 153.8 million reais ($29.81 million) for failing to establish a valid legal basis when processing the personal data of teenagers aged 13 to 18. Published in Tuesday’s official gazette, the ruling reflects a broader global shift toward tighter regulation of minors on social media, joining recent initiatives in Australia, France, and China. The enforcement action follows a separate order issued by the ANPD earlier this month requiring chat platform Discord to disable its livestreaming tools due to safety concerns surrounding underage users.

Under the terms of the decision, ByteDance has 60 business days to purge all teenager personal data that lacks proper legal representation or parental consent, while also notifying any third-party data recipients. Within five business days of that period ending, the company must provide the regulator with audit logs and an official technical report signed by its data protection officer to confirm full compliance. Failure to meet these conditions carries a daily penalty of 137,081.49 reais, though the total fine may be discounted by 25% if ByteDance foregoes its right to appeal within 10 business days and settles the payment within 20 business days.
