Philippines’ central bank urges shift to a 24/7 payments system

The Bangko Sentral ng Pilipinas (BSP) is calling on payment system stakeholders to collaborate on developing a 24/7 payments infrastructure.

The appeal was made during the 2025 Peso Real-Time Gross Settlement (RTGS) Forum, held at the BSP Head Office in Manila on 18–19 September 2025 and at the North Luzon Regional Office on 2 October 2025.

“Are we ready for a 24/7 RTGS? I encourage us to design that future together,” said BSP Senior Assistant Governor Edna C. Villa, addressing the forum’s 350 participants from banks, quasi-banks, nonbank e-money issuers, financial market infrastructures, and clearing switch operators involved in the Peso RTGS.

The existing RTGS platform—PhilPaSSplus—operates from 9:00 a.m. to 5:45 p.m., Monday to Friday.

The BSP noted that round-the-clock operations would allow more transactions to be settled in real time, facilitate links with overseas payment systems, and further stimulate economic activity. Potential benefits include 24/7 remittances, cross-border e-commerce payments, and bond trading.

Industry leaders and BSP officials, including representatives from BancNet, SWIFT, and the Philippine Clearing House Corporation, also shared perspectives on strengthening the national payment ecosystem.
