Amazon is joining Microsoft in supporting legislation aimed at further restricting Nvidia’s ability to export advanced chips to China, the Wall Street Journal reported, citing sources familiar with the discussions.
The measure, called the GAIN AI Act—short for Guaranteeing Access and Innovation for National Artificial Intelligence—is included in the National Defense Authorization Act. It would require AI chipmakers to prioritize U.S. orders for advanced processors before fulfilling foreign demand. AI firm Anthropic also backs the bill.
Microsoft has publicly endorsed the legislation, while executives at Amazon Web Services have privately informed Senate staff that they support it as well, according to the report.
Meta and Google have not taken a stance on the proposal, and neither has U.S. President Donald Trump, the report added.
Reuters was unable to independently confirm the story, and Amazon, Microsoft, and Anthropic did not immediately comment.
Nvidia, the market leader in AI chips, has argued that the GAIN AI Act would hinder global competition for cutting-edge processors and reduce access to computing power abroad.
The bill highlights Washington’s efforts to prioritize domestic technological needs amid concerns that China could use advanced AI capabilities to strengthen its military.
