Hong Kong Central Bank Taps New Deputy CEO to Oversee Exchange Fund

The Hong Kong Monetary Authority (HKMA) has announced the appointment of Albert Goh as the new Deputy Chief Executive Officer of the Exchange Fund Investment Office, effective November 1, 2025.

Key Responsibilities and Background

In his new role, Goh will oversee the entire investment management process of the Exchange Fund. He will report directly to the CEO of the Exchange Fund Investment Office and hold a rank equivalent to an executive director.

Goh brings substantial experience to the position:

  • He joined the HKMA in 2018.

  • Before his time at the HKMA, he was a managing director at Goldman Sachs and also worked at J.P. Morgan.

  • Academically, he holds a law degree from the University of Birmingham and a master’s degree in law from the University of Cambridge.
