NCP Launches Significant PPP Opportunities in Saudi Arabia’s Makkah and Dammam


Saudi Arabia’s National Centre for Privatisation & PPP (NCP) has unveiled two significant Public-Private Partnership (PPP) opportunities in Makkah and Dammam. These projects, encompassing healthcare, retail, and mixed-use developments, are key initiatives under the Kingdom’s Vision 2030 agenda.


Makkah: Healthcare and Commercial Hub PPP

NCP, in collaboration with the Holy Makkah Municipality, has launched the Expression of Interest (EOI) and Request for Qualification (RFQ) for a joint development on Prince Sultan bin Abdulaziz Road (Makkah–Alhada). This project aims to transform a 219,416-square-meter government plot, strategically located near Al Haram and other major landmarks, into a comprehensive mixed-use healthcare and commercial zone. The RFQ was issued on June 26, 2025, with submissions due by July 27, 2025.

Structured as a 30-year Build-Own-Operate-Transfer (BOOT) model, the project’s scope includes:

  • Financing, constructing, and operating a 200-bed long-term care hospital, a 100-bed multi-specialty hospital, a regional shopping mall, and large retail spaces.

  • Leasing, operations, and facilities management for the entire development.

  • Transferring the project back to the Holy Makkah Municipality at the end of the concession period.


Dammam: King Fahd Suburb Boulevard PPP

NCP and the Eastern Province Municipality have opened the Expression of Interest (EOI) phase for the King Fahd Suburb Boulevard, an expansive 1,000,000-square-meter mixed-use development in Dammam’s King Fahd Suburb. This two-phase project seeks to convert government-owned land and commercial plots held by Ashraq Development Company (the Eastern Province Municipality’s development arm) into a dynamic mixed-use destination. It will feature parks, recreational areas, retail outlets, hospitality facilities, and office spaces. The EOI notice was released on June 25, 2025, with submissions expected by July 16, 2025.

This project will be procured under a Design-Build-Finance-Operate-Maintain-Transfer (DBFOMT) model, covering:

  • The development, operation, and maintenance of commercial, leisure, retail, hospitality, and entertainment facilities.

  • The integration of walkways, sports zones, and sustainable, community-focused features.

Additionally, the project will involve revenue-sharing agreements between the developer, Ashraq, and government entities, with all assets being fully handed over to the public sector at the conclusion of the 30-year concession.
